About the Internet Freedom Fund

The Internet Freedom Fund is the primary opportunity through which Open Technology Fund supports innovative global internet freedom projects. These projects are focused on technology development and implementation, but can also include applied research, convenings, and digital security projects. See below for more details about each category.

OTF prioritizes projects coming from individuals or organizations who are applying for the first time, identify as under-represented within the field, and address areas that are underfunded.

 

Application Process and Award Information

Applications to the Fund go through a two-stage application process and are accepted on a rolling basis

Awards are between $10,000 and $900,000 for up to 24 months. Ideal applicants seek funding between $50,000 and $200,000 for efforts between 6 and 12 months.

Funding awards are performance-based contracts signed directly with the applicant or applicants. Funding is dispersed upon completion of stated objectives, activities, and deliverables per a schedule outlined in the contract. All payments are made in U.S. dollars and will comply with local laws, regulations, and ethics rules.

Successful applicants are paired with an OTF program manager who will oversee all project monitoring and evaluation for the duration of the contract. Monitoring and evaluation assessments are based on predetermined and agreed-upon metrics, deliverables, and goals as laid out by the applicant in the project proposal.

Funding Categories
Technology Development

OTF supports the development of innovative internet freedom technologies from the prototype phase to deployment phase, in addition to supporting core infrastructure projects that serve the internet freedom and human rights communities.

Applications for this category can include, but are not limited to:

  • Creating new, open-source circumvention technologies
  • Taking an existing open-source internet freedom technology and improving upon its security, usability, and adaptability
  • Developing content redistribution methods to aid in content access behind government firewalls
  • Next-generation tools
  • Improving security standards, quality assurance, and best practices within core infrastructure projects
  • Improving accessibility and usability of existing projects
How to Apply:

Applying for the Internet Freedom Fund is a two-stage application process:

Stage 1: Submit a Concept Note through OTF’s online application system in which you tell us about your project idea through a short form.

Stage 2: Applicants whose Concept Notes are deemed to be highly competitive will be invited to submit a Proposal in which they will expand upon their project idea

The Internet Freedom Fund Advisory Council, comprising subject-matter experts who understand various relevant fields and issues related to internet freedom, will conduct a final review of competitive Proposals.

Call for projects

With the third edition of the “Science with a Future” contest, the America for Bulgaria Foundation is looking for project proposals from researchers, scientists and engineers between the ages of 16 and 40 with applied ideas in the field of biotechnology, artificial intelligence and smart technologies that solve existing problems and have the potential to be implemented in practice. The main aim of the competition is to encourage and stimulate early stage development of their developments and products.

Who can apply?

The call is open to applicants from across the country with an interest and experience in biotechnology, artificial intelligence and smart technologies, aged 16 to 40 at the time of application. Individuals meeting these conditions, teams of individuals, or already registered companies or non-profit legal entities operating in Bulgaria for no more than 5 years, where at least one of the founders of the company/legal entity is under the age of 40 at the time of application, can apply.

It is a prerequisite that the projects applied for are not only at the idea level, but have successfully passed at least the second stage of technology readiness (formulated technical concept) according to the internationally accepted scale for assessing the maturity of newly created technology (Technology Readiness Levels) and that work has begun on the third stage – proof of concept in an experimental environment.

Project Requirements

Projects developing innovative technology solutions with an applied focus in biotechnology, artificial intelligence and smart technologies will be funded, including Internet of Things and smart devices, smart wearable electronics for monitoring health indicators, smart home and smart city systems, smart solutions and technologies for healthcare, environment and accessibility for people with disabilities, smart solutions for agriculture, etc.

Projects should have a high potential to find business application in the medium term (up to 3 years) and have a real and measurable impact on business, industry and/or improving the quality of life of particular groups of people and communities.

ELEVEN VENTURES WILL INVEST EUR 300 000 IN TECH START-UPS

 Bulgarian venture capital fund Eleven Ventures is looking for candidates to invest 300,000 euros in exchange for a 10% stake in the company. The fund also offers support through the creation of an individual growth plan, meetings with business mentors, as well as support in seeking future funding rounds. The Eleven Alpha program is mainly looking for startups from the sectors in which Eleven usually invests, namely fintech, healthcare, future of work and future of food, but the fund also expresses interest in other startups located in Southeast Europe. According to Eleven managing partner Ivaylo Simov, the fund will invest in around five companies from different sectors, as cited by Capital Daily. Simov notes that companies that already have a prototype or experience working with customers are sought, but that doesn’t mean there isn’t room for early-stage projects. To receive funding, a company must have a good team. According to Simov, this means that applicants should have experience and know-how in the field they are trying to enter, and for the profiles of the partners in the startup venture, it is recommended that they be different to cover the basic needs of a functioning business.

Eleven Alpha is a three-month program with a fast application process and investment receiving within 2 months. The fund reminds that the first Bulgarian “unicorn” Payhawk received a similar investment at its early stage of development.

Applications can be submitted through Eleven’s website until November 19, 2022. The launch of the program and the main activities will start in January 2023.
