About the Internet Freedom Fund

The Internet Freedom Fund is the primary opportunity through which Open Technology Fund supports innovative global internet freedom projects. These projects are focused on technology development and implementation, but can also include applied research, convenings, and digital security projects. See below for more details about each category.

OTF prioritizes projects coming from individuals or organizations who are applying for the first time, identify as under-represented within the field, and address areas that are underfunded.

 

Application Process and Award Information

Applications to the Fund go through a two-stage application process and are accepted on a rolling basis

Awards are between $10,000 and $900,000 for up to 24 months. Ideal applicants seek funding between $50,000 and $200,000 for efforts between 6 and 12 months.

Funding awards are performance-based contracts signed directly with the applicant or applicants. Funding is dispersed upon completion of stated objectives, activities, and deliverables per a schedule outlined in the contract. All payments are made in U.S. dollars and will comply with local laws, regulations, and ethics rules.

Successful applicants are paired with an OTF program manager who will oversee all project monitoring and evaluation for the duration of the contract. Monitoring and evaluation assessments are based on predetermined and agreed-upon metrics, deliverables, and goals as laid out by the applicant in the project proposal.

Funding Categories
Technology Development

OTF supports the development of innovative internet freedom technologies from the prototype phase to deployment phase, in addition to supporting core infrastructure projects that serve the internet freedom and human rights communities.

Applications for this category can include, but are not limited to:

  • Creating new, open-source circumvention technologies
  • Taking an existing open-source internet freedom technology and improving upon its security, usability, and adaptability
  • Developing content redistribution methods to aid in content access behind government firewalls
  • Next-generation tools
  • Improving security standards, quality assurance, and best practices within core infrastructure projects
  • Improving accessibility and usability of existing projects
How to Apply:

Applying for the Internet Freedom Fund is a two-stage application process:

Stage 1: Submit a Concept Note through OTF’s online application system in which you tell us about your project idea through a short form.

Stage 2: Applicants whose Concept Notes are deemed to be highly competitive will be invited to submit a Proposal in which they will expand upon their project idea

The Internet Freedom Fund Advisory Council, comprising subject-matter experts who understand various relevant fields and issues related to internet freedom, will conduct a final review of competitive Proposals.

The funding and tender opportunities web page gives you an overview of the calls for proposals (‘calls’) that are forthcoming or already open.  Each call has its own call document, related to a particular topic. It gives more precise information on some of the issues that the European Commission would like you to address in the proposal.

The funding and tender opportunities web page hosts the services for managing your proposals and projects throughout their lifecycle.

The application process

Submit your proposal

If you wish to respond to a call, you must submit a proposal before 17:00 Brussels time on the day of the indicated call deadline.  Please note that this deadline and specific time are strict and must be respected. The European Commission strongly advises to submit your proposal in good time and not to wait until the last moment.

All proposals need to be submitted online.

Find your partners

If you need help to identify a potential partner with particular competences, facilities or experience, use the partner search options.

Evaluation 

Once the deadline has passed, all proposals are evaluated against the criteria published in the Work Programme, resulting in a list of proposals in priority order. Independent experts specialized in the relevant fields may be involved in the evaluation. 

Grant agreement

When the evaluation is over, applicants are informed on the outcome.  

The European Commission will draw up a grant agreement with each of the successful participants within the limits of the allocated budget. The grant agreement describes the activities to be undertaken, in line with the objectives of the call, the project’s duration, budget, rates and costs, as well as the European Commission’s contribution, the rights and obligations and other specificities linked to the topic covering the specific grant agreement. 

The time frame for signing the grant agreements is up to 9 months from the closure of the call.

This Digital Europe project aims to increase collaboration between primary, secondary and vocational schools and higher education and research, and to increase the number of students enrolled in digital learning in order to close the gender gap in digital skills.

The means to achieve these results will include running summer schools, organising specialised information and careers days, and conducting dissemination and outreach activities, including events such as EU Coding Week.

Objective:

Students in digital and ICT disciplines represent a minority, in 2021 they were 4.5% of total graduates. There is also a severe gender balance issue, with only 19% of ICT specialists and one in three science, technology, engineering and/or mathematics (STEM) graduates being women.

Part of the commitments will be to fund summer schools for high school students in digital fields, career days for people interested in digital technologies, with a view to promoting more gender diversity and encouraging exchanges between higher education institutions and primary and secondary schools on digital topics. In addition, a special role should be given to the role of girls and women in the digital field, with a focus on debunking existing stereotypes and addressing the lack of confidence.

In order to fill the significant shortage of sector specialists using advanced digital technologies and ICT specialists, it is necessary to increase the pool of pupils who would be ultimately interested to study STEM and ICT, with a special focus on girls and women who are vastly underrepresented in the digital field. This action will have as a goal the inclusion of dedicated activities to encourage girls and women to take part in digital studies..

For example, the actions will finance summer schools for high-school students in digital areas, career days for people interested in digital, with a view to encourage more gender diversity and promote exchanges between higher education institutions and primary and secondary schools on digital topics.

European SMEs developing AI and/or blockchain technologies can apply with Digital and Green Transition projects. 

AIBC EUROCLUSTERS is offering funding to small and medium-sized enterprises (SMEs) to support digitisation activities, service enablement and product development for their digital and green transition.

The call for proposals targets European SMEs in the manufacturing, mobility, logistics and energy sectors, with a focus on the development and deployment of artificial intelligence and blockchain technologies.

Activities include the planning phase of digital transformation through AI and blockchain. The topics are grouped according to the main challenges today and presented with a brief description of each challenge. 

Funding includes technology transfer, PoC, business model development and product or solution development. Approved applicants can receive up to €15,000, with a total budget of €150,000 for the first call, which can benefit at least 10 SMEs. The second call offers similar opportunities and covers a variety of events including summits, congresses, forums and exhibitions with a focus on ecology and sustainability. The deadline for the first call is 5 September 2023.

Eligible costs that financial assistance can cover include travel, accommodation, subsistence, as well as participation and booth fees specific to the event. To be eligible for funding, events must take place between November 2023 and October 2024 and be located outside the applicant’s region.

With this initiative, European SMEs have a valuable opportunity to connect with the global AI and blockchain community, opening doors for collaboration, innovation and exposure on an international stage. Interested SMEs are encouraged to seize this chance and submit their online applications before the respective deadlines for both procedures.

Against the backdrop of signals from the business community in Bulgaria regarding the critically low level of digital skills among Bulgarians and the dramatic mismatch with the labor market needs, the caretaker government has approved the possibility of funding digital and other key competencies. For the first time, training for acquiring a specific level of digital competence will be funded.

Employed individuals, unemployed individuals, and economically inactive individuals will be eligible to receive training vouchers for acquiring first, second, and third levels of professional qualification, digital skills, and other key competencies.

This is outlined in a draft resolution by the Council of Ministers, which was approved by the government today. The document sets out the conditions and procedures for providing training vouchers under the Human Resources Development Program (HRDP) 2021-2027, the National Recovery and Resilience Plan (NRRP), and the Just Transition Fund (JTF).

The resolution further develops and expands the accumulated experience with voucher-based training for employed and unemployed individuals under projects funded by the Human Resources Development Operational Program during the period 2009-2020, as clarified by the cabinet’s press center.

For the first time, training for acquiring basic, intermediate, advanced, and highly specialized levels of digital competence will be funded. The training vouchers will be provided by the Employment Agency to unemployed, inactive, and employed individuals who represent the target groups under the HRDP, NRRP, and JTF. They will be able to apply for the vouchers through the agency’s electronic platform.

The voucher will be a digital document with a unique identification code that allows for individualization and tracking. The Employment Agency will continue to maintain a public register of the issued vouchers on its website.

Individuals who receive vouchers will have the right to choose the type and provider of the training. The value of the vouchers depends on the type and duration of the courses. For example, for acquiring the first level of professional qualification, it will be 660 BGN for training of no less than 300 instructional hours. For the second level of professional qualification, the voucher will be worth 1320 BGN for no less than 660 instructional hours, and for the third level, it will be 1980 BGN for 960 instructional hours.

Call for projects

With the third edition of the “Science with a Future” contest, the America for Bulgaria Foundation is looking for project proposals from researchers, scientists and engineers between the ages of 16 and 40 with applied ideas in the field of biotechnology, artificial intelligence and smart technologies that solve existing problems and have the potential to be implemented in practice. The main aim of the competition is to encourage and stimulate early stage development of their developments and products.

Who can apply?

The call is open to applicants from across the country with an interest and experience in biotechnology, artificial intelligence and smart technologies, aged 16 to 40 at the time of application. Individuals meeting these conditions, teams of individuals, or already registered companies or non-profit legal entities operating in Bulgaria for no more than 5 years, where at least one of the founders of the company/legal entity is under the age of 40 at the time of application, can apply.

It is a prerequisite that the projects applied for are not only at the idea level, but have successfully passed at least the second stage of technology readiness (formulated technical concept) according to the internationally accepted scale for assessing the maturity of newly created technology (Technology Readiness Levels) and that work has begun on the third stage – proof of concept in an experimental environment.

Project Requirements

Projects developing innovative technology solutions with an applied focus in biotechnology, artificial intelligence and smart technologies will be funded, including Internet of Things and smart devices, smart wearable electronics for monitoring health indicators, smart home and smart city systems, smart solutions and technologies for healthcare, environment and accessibility for people with disabilities, smart solutions for agriculture, etc.

Projects should have a high potential to find business application in the medium term (up to 3 years) and have a real and measurable impact on business, industry and/or improving the quality of life of particular groups of people and communities.

EIT DIGITAL VENTURE PROGRAMME TO SUPPORT EARLY STAGE ENTREPRENEURS

EIT Digital is the Digital Business Unit of the European Institute of Innovation and Technology (EIT). Through its Venture Programme, which has launched its sixth edition, early-stage entrepreneurs will be able to get support.

The program is open to teams of at least two people who have an innovative business idea, concept or prototype in the fields of digital technology, finance, cities, health. Companies from Eastern Europe, including Bulgaria, are welcome to apply. At the same time, the application process is open for the EIT Digital Challenge programme, which aims to attract more experienced start-ups dealing with deep technologies, according to an interview conducted by the newspaper Capital.

The aim of Venture Capital is to support entrepreneurs from 22 countries – the Baltics, Southern and Eastern Europe. The pre-accelerator program should provide the basic necessities to turn a business idea into a startup, which can easily reach the MVP (Minimum Viable Product) phase. The idea is then for companies to raise capital from an investor for further development.

All teams will receive an initial €5,000 support, then a further €10,000 for those who complete the programme and set up their own company. In addition, the top ten companies in the programme that manage to raise at least €50k in private funding by the end of November will also receive an additional €10k from EIT Digital, meaning that a company can receive up to €25k in total.

The EIT Digital Venture Program reminds that there are a number of successful companies that have gone through the program, including from Bulgaria.

Opportunities for funding education abroad through the "Erasmus+" program

 For more than three decades, the European Union has been funding the “Erasmus” program, which has enabled over 3 million European students to spend part of their education at another higher education institution or organization in Europe. Years of experience in developing the program have shown that studying abroad has a positive effect on future employment prospects, as well as significantly improving students’ language skills.

The “Erasmus+” program helps to organize student and doctoral exchanges between countries participating in the program. These opportunities are available to undergraduate and graduate students, as well as doctoral students.

“Erasmus+” offers a great opportunity for those who wish to improve or develop their digital skills in the field of new technologies at a foreign university.

To study abroad through “Erasmus+”, you must be registered at a higher education institution and enrolled in a program leading to a recognized educational degree or other higher education qualification. Your sending institution (the current university where you study) and your receiving institution (the foreign university you wish to attend) must have signed an inter-institutional agreement between them so that you can study at the respective institution under “Erasmus+”. It is important to keep in mind that the period of study abroad must be in line with your needs related to your specialty and personal development and must be part of the study program you are following.

You can receive non-repayable funds under “Erasmus+” to cover part of your travel and daily expenses. The amounts may vary according to differences in the standard of living in your country and the receiving country, the number of applicants for funding, the distance between countries, and the availability of other financial assistance. If you are moving between countries under the program, check with your national agency and the sending higher education institution to see what rates apply. Additional support is also available for students going on internships, for students in disadvantaged situations, and for students from the most remote countries or regions under the program. The levels of non-repayable funds and the fixed amounts of funds for exchanges between program countries and partner countries are published in the “Erasmus+” program guide.

 Bulgarian venture capital fund Eleven Ventures is looking for candidates to invest 300,000 euros in exchange for a 10% stake in the company. The fund also offers support through the creation of an individual growth plan, meetings with business mentors, as well as support in seeking future funding rounds. The Eleven Alpha program is mainly looking for startups from the sectors in which Eleven usually invests, namely fintech, healthcare, future of work and future of food, but the fund also expresses interest in other startups located in Southeast Europe. According to Eleven managing partner Ivaylo Simov, the fund will invest in around five companies from different sectors, as cited by Capital Daily. Simov notes that companies that already have a prototype or experience working with customers are sought, but that doesn’t mean there isn’t room for early-stage projects. To receive funding, a company must have a good team. According to Simov, this means that applicants should have experience and know-how in the field they are trying to enter, and for the profiles of the partners in the startup venture, it is recommended that they be different to cover the basic needs of a functioning business.

Eleven Alpha is a three-month program with a fast application process and investment receiving within 2 months. The fund reminds that the first Bulgarian “unicorn” Payhawk received a similar investment at its early stage of development.

Applications can be submitted through Eleven’s website until November 19, 2022. The launch of the program and the main activities will start in January 2023.

This introductory-level course in supervised learning covers regression and classification techniques, including linear and polynomial regression, logistic regression, cross-validation, and more. It also touches on some unsupervised learning methods like principal components and clustering. The course emphasizes practical understanding without heavy math, using R for computing and providing detailed tutorials on its usage. Explore modern data analysis essentials with us.

This is not a math-heavy class, so we try and describe the methods without heavy reliance on formulas and complex mathematics. We focus on what we consider to be the important elements of modern data analysis. Computing is done in R. There are lectures devoted to R, giving tutorials from the ground up, and progressing with more detailed sessions that implement the techniques in each chapter. We also offer a separate version of the course called Statistical Learning with Python – the chapter lectures are the same, but the lab lectures and computing are done using Python.

The lectures cover all the material in An Introduction to Statistical Learning, with Applications in R by James, Witten, Hastie and Tibshirani, with Applications in R (second addition) by James, Witten, Hastie and Tibshirani (Springer, 2021). Prerequisites: Foundational knowledge in statistics, linear algebra, and computing is recommended.

Computer Science 101 is a stand-alone course that teaches the basic ideas of computer science to an audience with zero previous experience. Computers may look very complicated, but in reality they only work on a few simple circuits. The course demystifies and brings these patterns to life, which is useful for anyone using computers today.

Course participants play and experiment with short pieces of “computer code” to understand the power and limitations of computers. Everything works within the browser, so there is no additional software to download or install. CS101 also provides general information about computers today: what is a computer, what is hardware, what is software, what is the Internet. Anyone who knows how to use a web browser can be successful with this course. No previous computer science experience is required.

In this self-paced course, participants will embark on a journey to master scene generation using human-readable ASCII Universal Scene Description (.USDA) files. Upon completion, participants will be prepared to create their own scenes within USD, creating a solid foundation for implementation in Omniverse, Maya, Unity, and Unreal Engine.

This training is conducted in two separate sections:

  1. An introduction to the basic principles of OpenUSD, with no prior programming requirements.
  2. Advanced USD: An introduction to using Python to create USD files, offering an advanced dimension.

NVIDIA has created a set of comprehensive reference applications including Create, Drive Sim and Isaac Sim to demonstrate the capabilities of the Omniverse Kit. Everything you see in these reference apps extends to your custom apps. You can leverage existing NVIDIA extensions to speed up your application development, as applications consist of different extensions that collaborate to streamline specific workflows. 

During this course, participants will understand:

  • The essence of the Kit file and the art of its creation.
  • The process of integrating extensions into applications.
  • The role of extension dependencies.
  • How to formulate the application layout.
  • The use of styling techniques.
  • Packaging and distributing an application.

Enter the NVIDIA Jetson Nano Developer Kit, a user-friendly yet powerful computer capable of running multiple neural networks simultaneously. Positioned as an ideal entry point into the field of intelligent video analysis (IVA) through the NVIDIA DeepStream SDK, this course gets you into the realm of building insightful projects. With JupyterLab notebooks and sample Python applications on your Jetson Nano, you’ll explore the field of deep learning video analytics by discovering deep insights from video streams. The skills you’ll develop will pave the way for creating your own future projects not only on the Nano, but on all Jetson Edge platforms.

Prerequisites:

  • Basic familiarity with the Linux command line.
  • Mastery of basic Python 3 programming concepts including functions, loops, dictionaries, and arrays.
