Addressing skills shortages and shortages in higher education (ENISA 2021)

In this report, ENISA contributes to both practice and research into cybersecurity skills gaps and gaps in two specific areas.

Firstly, it provides an overview of the current cybersecurity skills supply in Europe by analysing the data collected and developed by the recently established Cybersecurity Higher Education Database (CyberHEAD).

Second, it describes the policy approaches taken by EU Member States to increase and maintain their national cybersecurity workforce. These approaches have been classified and analysed against the objectives set out in ENISA’s National Capability Assessment Framework (NCAF), namely cybersecurity awareness, training, calls and exercises.
