Artificial intelligence and the rights of the child: Towards an integrated research and policy agenda (JRC publication – 2022)

This report proposes a set of future science directions at the service of AI and children’s rights policies. It connects research and policies to obtain information through interaction between different stakeholders and go beyond identifying ethical guidelines towards future practical implementation methods.

In formulating the proposed directions, the current relevant policy initiatives of key international organisations and the recent coordinated actions on AI of the European Commission, as well as the state of play of scientific work on AI-enabled technologies for children with a focus on three applications, conversational agents, recommender systems and robotic systems were taken into account.

In addition, the results of two workshops with young people and three workshops with experts and policy makers, which contributed to formulating a set of knowledge requirements, methods and gaps as an integrated agenda for research and policy on AI and on the rights of the child, are taken into account.
