Behind the new code, Dansk IT is in partnership with Dansk Industri, IT-Branchen, Dansk Erhverv and Danske IT-Advokat. In addition, a number of state agencies and actors have contributed to the work.
The Good Procurement
Code deploys 20 principles and recommendations for efficient and value-added procurement of digitalisation services.
They are based on five objectives:
— Transaction costs and process time must be value adding –
The view to procurement compliance must not overshadow business needs –
Proactive risk management must replace a widespread zero-error culture –
The good customer supplier collaboration must be a
win-win –
the procurement process must contribute to development and learning. 20 principles are recommended
, for example:
– Get the strategic foundations and take the critical choices upfront –
Give space for dialogue and clarifications with an open and offensive approach to share knowledge –
Keep focus on the needs of end users and the usefulness of the solution – Alter the
price less weight, the more complex the solution is –
Let complaints are last resort and take joint responsibility for the good process

Background to the Code of Good Procurement
In the public sector, large billions and thousands of hours are spent every year on procurement and procurement of digitisation services. The State alone makes annual digital purchases of approximately DKK 16 billion, a significant part of which takes the form of tenders. It is
obvious that such massive use of resources requires – careful, lessons learned and learning to improve the efficiency and optimisation of processes and results.
In
addition, even more resources are spent on the subsequent development and implementation of digital solutions, without any guarantee that the many actions and projects generate value. It is a fact that in recent years a number of major state IT projects have been running off track compared to the initial plan and business case. And it is likely that several of these derailments can be traced back to inadequate or inappropriate procurement.
In other
words: A continuous focus on public procurement with potential for optimisation and improvement is both relevant and necessary. In this context, the need for good principles and lessons learned for good procurement behaviour by both public authorities and private providers of digital solutions comes to light.
The new Code for Good Procurement has been drawn up as a follow-up to the report “State procurement practice in the field of digitalisation – how to increase the value of digital investments”, published by Dansk IT in 2020, and should be seen in conjunction with the “Code for good customer supplier cooperation” of 2016.
