This study has been requested by the European Parliament’s Committee on Culture and Education (CULT).
The paper aims to provide information, analysis and recommendations on digital skills in the 21st century and an adequate EU policy response to contemporary challenges as set out in the Digital Education Action Plan and accompanying Staff Working Document.
Based on literature review and policy mapping, the study identifies potential blind spots in the field of digital skills and competencies that are not addressed by the Action Plan and other existing initiatives at the EU level.
