Digital skills needs and opportunities – Montenegro

This document presents the main findings of research on current supply and market needs in digital skills, aimed at identifying gaps, emerging needs and opportunities for action to improve both the supply and demand for digital skills. This would ultimately support the efficient development of a modern labour market able to respond and maintain competitiveness on all fronts and cope with all emerging trends.

The analysis is based on the two main digital competence frameworks set up by the European Commission’s EU DIGCOMP 2.0 and T– the European Digital Competence Framework for Citizens. An integrated and inclusive approach to the project as a whole was adopted with the aim not only to address and analyse digital and ICT skills from different perspectives, from formal education systems to digital skills development and their integration into the labour market, but also to establish an institutional and regulatory framework for the future development and more efficient integration of digital skills into Montenegro’s labour market.

Thus, this report provides not only an overview of the current level of digital skills of the workforce, but also a map of potential areas for further action at all levels, all building on the mutual cooperation of relevant stakeholders from all segments of society, such as public institutions, the business sector, education providers, civil society and individual responsibilities in this process.
