“Digital skills: Why? What are they and how can I help?” – the World Bank

This methodological guide is a resource to help countries prepare an Action Plan on Digital Skills for Higher Education and Vocational Training (TVET), which focuses on the rapid development of digital skills among young people through coordinated strategies on several fronts.

The Digital Skills Action Plan for each country sets targets for up to ten years, with measurable targets, and sets out strategies, activities, costs and a detailed implementation plan for a period of five years to achieve these targets. The development of a cost plan will help countries set priorities on how to train young people in digital skills, in line with current and expected future demand. The plan would also provide countries with a roadmap to achieve their objectives and allow them to identify the necessary resources.

While the focus is on developing secondary and advanced digital skills for higher and vocational education and training students, its approach can also be adapted to school education.
