Future-proof adult learning systems in cities and regions (2022 – OECD)

Labour markets around the world are changing due to an ageing population, increasing digitalisation and automation, evolving supply chain dynamics and the green transition. These current global megatrends are transforming the type of jobs available and the skills needed to fulfil them.

In this context of rapidly evolving labour markets, adult learning systems are increasingly important. The extent to which individuals, businesses and local economies can reap the benefits of ongoing digital change and minimise negative impacts on workers will largely depend on the availability of local adult learning systems.

To support local authorities in their efforts to ensure future-proof adult learning systems, this policy handbook presents a number of policy options and concrete actions that can inspire and guide work at local level. It is designed for both policy-makers and practitioners at local and regional level, but also for national decision-makers, to support their efforts to support the diversity of local needs.
