Increasing the EU’s digital strategic authority in cybersecurity – ECSO (2022)

The definitions of autonomy and sovereignty vary between interlocutors and countries, as they have different interests, needs and understanding of concepts. The methodology proposed here takes into account various points of view, allowing for the identification of such priorities, starting from identifying strategic digital issues and then moving to the examination of related cybersecurity challenges and the necessary strategic solutions.

The analysis has also made it possible to recognise how certain topics such as the Internet of Things, AI, encryption, microprocessors or education and training are and will remain strategic today and in the future.

This study identified five main objectives related to the specific challenges that led to ten main recommendations that could form the basis for a European public and private flagship programme on European cybersecurity sovereignty and autonomy (ECYSA), combining private and public sector interests.
