As nothing else in these years, digital and technological developments are changing our education, our professional and private life, pushing our social institutions, our democracy and the perception of democracy.
We need to be constantly aware of what development really means and what impact it has on our lives, regardless of whether we are talking about social media, digital platforms or artificial intelligence.
Digital developments have so far been driven by what is technically feasible and digitalisation has to some extent been an integral part of the growth agenda, where commercial interests have driven explosive developments. But digital development should not be guided by what is technically feasible. It must be guided by fundamental democratic values, our shared vision for the societies of the future.
This is why we need to be equipped to understand and be critical of the digital technologies that are becoming more part of our professional and private life, so that we can seize the opportunities that develop and ensure that all citizens of all ages can live meaningful and good lives in a digitalised society.
The expert panel was established on the basic understanding that digital has become a prerequisite for being a citizen in Denmark and for democratic participation. The Danish education system, with its tradition of freedom of thought, equality and democracy, has a unique opportunity to take a central role in digital development for the benefit of all. We must capitalise on our strong tradition of formation and actively jeopardise it in digital development.
All levels and educational paths in the Danish education system, from primary to university and continuing education, have a role in empowering citizens to live meaningful and good lives in a digitalised world. At the same time, we must jointly take responsibility for digital formation in close cooperation between politicians, authorities, educational institutions, researchers, organisations and industry.
The Expert Panel has formulated orientations for the formation of a digitalised society and a set of recommendations that can help ensure that everyone is empowered to understand digital developments and can act as active and empowered citizens in a democratic society.
The recommendations cannot stand alone, but they set a direction that we believe we should move in the coming years.
