Research e-learning for workers, with a particular focus on digital inclusion

This assignment is part of the E-Learning Action Plan, which aims to boost digital learning and training opportunities among training providers. One of the main objectives of the Action Plan is to reach out to digitally disadvantaged workers and make them full members of the digital society. This inclusive aim emphasises the positive approach, focusing on developing digital talents and skills.

With the corona crisis, training providers, employers and learners have rapidly shifted to digital means. The demand for flexible training options with place- and time-independent learning has increased significantly in recent years. The E-Learning Action Plan aims to harness this momentum to achieve its stated goals.

The aim of this brief is to develop a recommended strategy for e-learning for workers, with a particular focus on e-inclusion. The research will use outcome mapping as a methodology to develop a supported vision of what e-learning for employed people in Flanders should be, taking into account the broader context and evolutions regarding lifelong learning. The research will focus on identifying e-learning best practices and bottlenecks, and all relevant actors, including employers, various types of training providers and other stakeholders.

Barriers that prevent relevant actors from contributing to the vision will be examined. It will also look at the actors who already do contribute to the vision and why it is already succeeding for them. This will serve as a basis for formulating recommendations and strategies to get the relevant actors to do what is needed. Monitoring will also be addressed to ensure that the strategy developed remains effective in the future.

In addition to these research objectives, technical provisions are also requested for a future government contract for a communication campaign to support the developed strategy. This campaign should aim to raise awareness about e-learning and encourage employed people to participate in e-learning, with a particular focus on employed people who experience barriers in participating in e-learning.
