Update DigComp 2.2: The Digital Competence Framework for Citizens

For more than a decade, the Digital Competence Framework for Citizens (DigComp) has provided a common understanding, across the EU and beyond, of what is digital competence and has therefore provided a basis for shaping digital skills policy. There is already a high degree of awareness about DigComp as an EU-wide framework for developing and measuring digital skills.

Since its adoption, DigComp has provided a scientifically sound and technology-neutral basis for a common understanding of digital skills and policy-making. However, things are evolving rapidly in the digital sphere and much has been recorded since the last update of the framework in 2017. More specifically, emerging technologies such as artificial intelligence, virtual and augmented reality, robotisation, Internet of Things, data or new phenomena such as misinformation and disinformation have led to new and increased digital literacy requirements from citizens. There is also a growing need to address the environmental and sustainability aspects of interaction with digital technologies. This update therefore takes into account the knowledge, skills and attitudes that citizens need in the face of these developments.

This 2.2 version contains two main parts:

(1) the integrated DigComp 2.2 framework offers more than 250 new examples of knowledge, skills and attitudes that help citizens engage confidently, critically and securely with digital technologies, as well as with new and emerging ones, such as artificial intelligence (AI) systems. The framework is also made available in line with the Digital Accessibility Guidelines, as creating accessible digital resources is now an important priority.

2.  The second part of the publication provides a snapshot of the existing reference material for DigComp consolidating previously published publications and references.
